1 1. Inspection tag issued by CIL RTSO is available with vehicles and is valid.
2 2. Drivers are trained in CIL defensive driving training. Refresher training is required after every 2 years.
3 3. Driver and helper - red zone pass, ID card (endorsed by Security), HSE induction.
4 4. Route survey is done. Hazards are identified and safety measures are in place. (Road Condition, Over head electric cables, load details etc.). Identify Over Dimension (OD) equipment to be mobilized. Use Low bed trailer for OD. Maximum Height of OD Cargo is noted.
5 5. Valid JMP is available.
6 6. Tyres are in good condition. Remould / retread tyres are not allowed.
7 7. VTS (Vehicle Tracking System) is installed and is working both on the vehicle and at the vendor's base.
8 8. All equipment (Pipes, Manifold, Tanks) drain point, inlet & outlet points are closed by using blind caps before loading on trailer. Ensure tanks are empty.
9 9. Visual Inspection of load securing items: Chain, Web lashing (max life one year), D-Shackles, Anchoring points on trailer. No damage to securing items, free from corrosion. Shackles with safety pin, free from corrosion.
10 10. Items are secured properly from all sides. No loose material.
11 11. Check connection of Power brake & Electric supply from prime mover to trailer.

13 13. Chemical Safety: If chemicals are being transferred, MSDS is available with Driver. Driver is trained in chemical handling and aware about hazards of the chemical.
14 14. TBT done - discuss route survey, over dimension hazards, road safety, vehicle condition etc. Driver should know the dimensions of OD equipment. Instruct drivers not to lift over head electric cables.
15 15. Trailer is not overloaded. Is the vehicle loaded as per axle load rating? i.e. What is the weight of the load Vs. how many axles does the truck have?
16 16. Load sheet prepared and copy is sent to concerned - Field PE, Logistics PE, Coordinators, Road Transport Safety Officer (RTSO).
17 17. Emergency response contact details is available with vehicles.
18 18. Use of escort vehicle, in case of OD equipment with warning flag. For single vehicle movement, is an escort required? If yes, escort is provided.
